New Utah Anti-Porn Legislation Aligns with Findings From Wheatley Report

In January 2025, Wheatley Institute published the report Unprotected from Porn, highlighting research on the harms of pornography on children and families and calling for increased legislation to protect the next generation.

Utah's recently passed bill, S.B. 73 Online Age Verification Amendments, explicitly recognizes that "research demonstrates a correlation between minor access to material harmful to minors and negative mental health outcomes." The legislation enacts a 2% tax on pornography companies, directing 90% of the revenue to state programs that fight the proliferation and negative effects of pornography, while also introducing fines for violating age verification laws.

Brigham Tomco of the Deseret News wrote an article summarizing the bill, incorporating Wheatley's findings alongside interviews with local parents and experts.
